Actual percentages of the plasticizer ought to be enough to achieve a PVC Softness of 65 to 70 PE / PHR, and with a Thickness of 200 to 250 Microns,
This PVC purpose is to have a 'fragile' and thin feel to it (as you put it).
Thickness- PE (or PHR) are standardised and quantified measurements of PVC Softness. 'PE' stands for 'Phthalate Ester' value".

Compliance/Report-the REACH restrictions are only really strict with the Low Molecular Weight class of phthalates, like DOP and DEHP. DOP and DEHP cannot be used in any toys, irrespective of the age of the child.
The High Molecular Weight class of phthalates, such as DINP and DIDP, have been declared safe by REACH, and they can be used in PVC for inflatables and other articles.
Main focus -DINP and DIDP are no longer added to small toys and other small articles (a pacifier, for example) that can easily fit inside the mouth of a baby or toddler. So inflatables for older children and for adults should be exempt: DINP or DIDP can still be used.
I think that, if you were to compromise and settle for DINP, you would not be disappointed: I was told by a PVC raincoat manufacturer that, when they did a side-by-side comparison of a sample of PVC sheet softened with DOP and a sample of PVC sheet softened with DINP, there was not much noticeable difference between them: Both were very soft and 'gummy'. Both were very squeaky".

I personally still have to confirm if I can import DEHP DOP based PVC for personal use, but hopefully this will give you something to work with.
