Client needs a tamper resistant low-cost wristband-style wearable. Required features would be long battery life (at least 3-12 months, ideally none as in the case of NFC), tamper resistant band which can alert or stop working if tampered with.

Bluetooth Low Energy beacons (BLE) which support private resolvable MAC addresses
Secure NFC chips (similar to NTAG DNA chips) which allow for 3-pass authentication
Screen and microprocessor which generates and displays a secure Dynamic QR code
